Keith Harlock, PE Keith has over 29 years of experience designing and managing highway, bridge and transportation related projects and specialty structures. His experience includes preliminary and final design of bridges; rehabilitation of bridges; bridge inspections; load ratings; and specific experience related to preliminary design and final design of bridges and facilities at land port of entry’s (LPOE’s) on both northern and southern borders of the United States. Other experience includes route location studies; environmental studies; agency and public coordination and presentations; project management; facilities program development and management; development of construction and engineering contracts; staff management and development; marketing; and proposal development. He is currently an AVP and Senior Supervising Engineer at WSP USA. Simultaneous with primary duties above, Keith served as adjunct faculty member for the University of Buffalo Department of Civil Engineering from 2000-2009.
Andy Foden, PE, PhD Dr. Foden’s career has primarily focused on bridge technology, high performance materials, and advanced bridge assessment and management systems. Andy has extensive experience implementing advanced NDE/NDT methods for bridge and structure evaluation. He also has extensive experience implementing advanced materials across the country including over one million square foot of precast deck connected using UHPC as well as projects using FRP for repairs and strengthening of bridges and other structures. He is the author of numerous papers on bridge assessment management, bridge design, material characterization, and fatigue analysis. As an active ACI member, he has been working on the development of codes and design standards for the use of Ultra High-Performance Concrete (UHPC) and is currently working with ACI Committee 343 developing an LRFD Concrete Bridge Design Guide.
Andy has extensive project management experience including large research projects such as the FHWA Long-Term Bridge Performance Program. He is currently serving as the lead SME for the FHWA Every Day Counts (EDC) Ultra-High-Performance Concrete Connections for Prefabricated Bridge Elements EDC Round 3 and 4 implementation. As part of this role, Dr. Foden was responsible for preparing the workshop content, developing a series of webinars, updating website content, and UHPC TechNote updates.
Dr. Foden received his B.S. in Civil Engineering and his Ph.D. in Structural Engineering from Rutgers University.
Wesley Frechette, PE Wes is a project manager and project engineer at WSP. He has extensive experience with rehabilitation projects starting with hands-on structural and overall condition assessments, budgetary estimating, report writing and overall project management. He has experience in preparing structural design drawings, specifications, calculations, and construction cost estimates for various structural rehabilitation and new projects including bridges, docks, bulkheads and related facilities. From design to project completion, he has managed the coordination of multi-discipline teams in production of contract deliverables and construction support, resolved field installation issues and tracked field change correspondence and project controls documentation. Wes received his B.S. in Civil Engineering form the State University of New York at Buffalo in 2011
